Yes because I received so many high page rank backlinks that Google said, "Hey! This guy is important."
Anyway, search engine results are based on relevancy and importance. Your importance is determined via inbound links.

Yes. If you allow people to place DoFollow comments on your blog you have to watch out for spam comments.
